1. Prohibited Content and Activities

Any voice recordings, texts, or information shared on this platform must be strictly free from the following:

• Hate Speech: Content targeting individuals or groups based on race, religion, gender, or any social group.
• Harassment and Abuse: Personal attacks, verbal harassment, and language that defames or insults the dignity of others.
• False Information: Disseminating misinformation intended to disturb public peace or damage an individual's reputation.
• National Security: Content that jeopardizes the sovereignty, security, or stability of the nation.

2. Administrative Oversight and Authority

The platform administrators hold full authority to maintain the security of the system, including:

• The right to completely block or delete any content that violates these guidelines without prior notice.
• The authority to ban users who repeatedly violate terms from accessing the system.
• The legal obligation and right to directly report and transfer information regarding illegal activities to the relevant government authorities.

3. Government Access to Information and Legal Authority

Users must understand that while they may remain "anonymous" to other users, the Information Network Security Administration (INSA) and other law enforcement agencies have the legal authority to access and investigate the following information in the event of a criminal suspicion:

• Personal messages and voice recordings.
• The user's IP Address, connection timestamps, and geolocation data.
• Any data provided during registration (such as phone numbers, if applicable).

4. Applicable Ethiopian Laws and Penalties

Users found guilty of violations may be prosecuted under the Computer Crime Proclamation No. 958/2016 of Ethiopia:

• Article 13: Imprisonment of up to 3 years and a fine of up to 30,000 ETB for hate speech or false information.
• Article 14: Rigorous imprisonment of up to 5 years for threats and harassment.
• Proclamation No. 1321/2024: Heavy financial penalties for criminal use of the platform.

1. አጠቃላይ መርህ እና የተከለከሉ ይዘቶች (Prohibited Content)

በዚህ መድረክ ላይ የሚጋሩ ማናቸውም የድምፅ ቅጂዎች፣ ጽሑፎች ወይም መረጃዎች የሚከተሉትን የያዙ መሆን የለባቸውም፦

• የጥላቻ ንግግር፦ በዘር፣ በሃይማኖት፣ በጾታ ወይም በማንኛውም ማህበራዊ ቡድን ላይ ያነጣጠረ ጥላቻ።
• ትንኮሳ እና ስድብ፦ ግላዊ ጥቃቶች፣ የቃላት ትንኮሳ እና የሌላውን ሰው ክብር የሚነኩ ንግግሮች።
• ሀሰተኛ መረጃ፦ የህዝብን ሰላም የሚያውኩ ወይም የአንድን ግለሰብ ስም የሚያጠፉ ሀሰተኛ ወሬዎች።
• የሀገር ደህንነት፦ የሀገርን ሉዓላዊነት እና ደህንነት አደጋ ላይ የሚጥሉ ይዘቶች።

2. የአድሚን ስልጣን እና የቁጥጥር ስርአት (Admin Oversight)

የመድረኩ አድሚኖች የሲስተሙን ደህንነት ለመጠበቅ የሚከተሉት ስልጣኖች አሏቸው፦

• ማንኛውንም መመሪያ የሚጥስ ይዘት ያለ ምንም ቅድመ ማስጠንቀቂያ ሙሉ በሙሉ የማገድ እና የማጥፋት።
• ተደጋጋሚ ጥፋት የሚያጠፉ ተጠቃሚዎችን ከሲስተሙ የማገድ (Ban)።
• ህገ-ወጥ ድርጊቶች ሲፈጸሙ መረጃውን በቀጥታ ለህግ አካላት የማስተላለፍ።

3. የመንግስት አካላት የመረጃ ተደራሽነት (Legal Access)

ተጠቃሚዎች "Anonymous" ቢሆኑም፣ INSA እና ሌሎች ህግ አስከባሪ አካላት የሚከተሉትን ማግኘት ይችላሉ፦

• የተጠቃሚው የግል መልዕክቶች እና የድምፅ ቅጂዎች።
• IP Address፣ Timestamp እና Geolocation.
• ለምዝገባ የተጠቀሙባቸው መረጃዎች።

4. ተያያዥ የኢትዮጵያ ህጎች (Legal Consequences)

• አንቀጽ 13፦ እስከ 3 ዓመት እስራት እና እስከ 30,000 ብር መቀጮ።
• አንቀጽ 14፦ እስከ 5 ዓመት ጽኑ እስራት።
• አዋጅ 1321/2016፦ ከፍተኛ አስተዳደራዊ ቅጣቶች።
